In custodial youth institutions, total

The number of young people (aged 12-17 years) admitted to a custodial youth institution from 1 January to 31 December of the year concerned.
The figures include young people in immigration detention centres.

In some cases these children may be older; they are therefore also included in the total number of new detainees. They account for less than 5 percent of the children annually.
