Secondary education: preparatory vocational (vmbo) Preparatory vocational secondary education (vmbo) is intended for pupils aged 12-16 years and has a four-year programme.  Pupils with a vmbo diploma in the theoretical basis stream  may also transfer to year 4 of senior general secondary education (havo). The figures on 
vmbo include education at this level for children with learning difficulties (lwoo).
